About DPCC

Central Pollution Control Board (CPCB) has a huge and challenging responsibility with so many of states to imply so many of pollution control standards on them. Hence Under Section 4 (4) of the Water (Prevention and Control of Pollution) Act, 1974 and Section 6 of the Air (Prevention and Control Board) has provided that CPCB may delegate all or any of its powers and functions of a State Board in a UT under the said Acts to such person or body of persons as the Central Government may specify.

To lesser the burden and to ease out the functioning of pollution standards, the CPCB has delegated all its powers and functions as a State Board in respect of the UT of Delhi to a committee of officials as specified by the Central Government in March, 1991.

DPCC  came into existence on 14th June 2002 vide notification No. B- 12015/7/92-AS.

Need of DPCC Consent

To establish or operate any industrial plant generating waste like solid, biomedical, hazardous, electronic, plastic, mercury or battery waste, construction & demolition and fly ash it is important to take consent from the pollution authority.

Without which operation or establishment of any industrial plant generating all the above-mentioned waste shall not be allowed.

CPCB Categorisation for Red, Orange, Green & White.

  • Industrial Sectors having Pollution Index score of 60 and above – Red category
  • Industrial Sectors having Pollution Index score of 41 to 59 –Orange category
  • Industrial Sectors having Pollution Index score of 21 to 40 –Green category
  • Industrial Sectors having Pollution Index score incl.& up to 20 -White category

As per the index score of pollution generated by industrial units, CPCB has established 4 categories naming Red which comes under dangerous category, Orange is for polluting waste category, green being the less polluting waste category and lastly white category where industries have no or less amount of pollution or waste generated i.e. no pollution waste category.
