About E-Waste Management System
The Central Pollution Control Board (CPCB) has launched a new E-Governance Portal named as “E-Waste Management System”. It is a portal established by CPCB for the grant of EPR (Extended Producer Responsibility) Authorization and PRO Registration under E-Waste (Management) Rules 2016 and the Amendment thereof).
Coming to its applicability as to who is required to register on the e-waste management system, The E-Waste Management Rules 2016 is applicable to every manufacturer, producer, consumer, bulk consumer, collection center, dealers, e-retailer, refurbisher, dismantler and recycler those involved in manufacturing, sale, transfer, purchase, collection, storage and processing of E-Waste or electrical and electronic equipment listed in Schedule I including their components, parts and spares that makes product operational.
Why EPR Authorization is established?
EPR Authorization portal is established with some objectives, namely:-
- Extended responsibility to producers to manage a system of E-Waste collection storage, transportation and environmentally sound dismantling and recycling through EPR Authorization (EPRA).
- Promote and encourage establishment of an efficient E-Waste collection mechanism
- Promote environmentally safe & sound recycling through authorized dismantlers and recyclers of E-Waste
- Minimize illegal recycling/recovery operations
- Reduce hazardous substances in electrical and electronic components
The reason being for E-waste management system is basically the Extended Producer Responsibility (EPR). Therefore, the producers of notified Electrical & Electronic Equipment (EEE) have been allotted annual collection targets which is based on generation. Along with it, they are required to manage their E-waste in an environmentally sound manner through their authorized entities, such as Recyclers / Dismantlers / PROs as the case may be.
How to apply under the E-waste management system?
To apply under the E-Waste Management System, every manufacturer, producer, consumer, bulk consumer, collection center, dealers, e-retailer, refurbisher, dismantler and recycler must apply in form-1. Being E-Waste Management System, an online portal, now every applicant producer can apply on-line for grant of EPR Authorization.
What do you mean by the term “Producer” under E-waste management system?
Producer means any person who (i) manufactures and offers to sell electrical and electronic equipment and their components or consumables or parts or spares under its own brand or (ii) offers to sell under its own brand, assembled electrical and electronic equipment and their components or consumables or parts or spares produced by other manufacturers or suppliers or (iii) offers to sell imported electrical and electronic equipment and their components or consumables or parts or spares;
Register on E-Waste Management System
The E-Waste Management System provides separate registration forms, namely:-
- Producer Registration Form
- PRO Registration Form
- Recycler Registration Form
- Dismantler Registration Form
- Refurbisher Registration Form
- Manufacturer Registration Form
- Bulk Consumer Registration Form
Thus, 7 individuals can register under E-Waste Management System. Although the process is online, it does not mean that it is easy to register. Thus, only with the help of the DPCC Consultant, it will be easy to register.
Extended Producer Responsibility (EPR) for E-Waste
EPR is in short the responsibility of every producer of electrical & electronic equipment for channelization of E-Waste to ensure environmentally sound management of such waste.
When EPR Authorization is not required?
Here are some points noted below that do not require EPR Authorization, namely:-
- The Electrical and Electronic Equipment (including their spare components, consumables) not listed in the Schedule I E-Waste (Management) Rules 2016.
- The import of Electrical and Electronic Equipment is for the purpose of selling to EPR Authorized Producers. Provided importer submits these documents to Customs/Port Authorities
- Copy of agreement with EPR Authorized Producers for whom the importer is importing
- Copy of EPR Authorisation of the Producer
- Letter from EPR Authorised Producers that Importer is importing on behalf of EPR Authorized Producer.
- Import of spares (old or new) by actual users from original equipment manufacturers (OEM) for the purpose of warranty replacement, provided equal number of defective or non functional parts are exported back within a year in accordance to document verification by Custom Authorities as specified under Schedule VII (4-e) of Hazardous Waste and Other Wastes ( Management and Transboundary Movement) Rules 2016.
Moreover, EPR Authorization is also not applicable to:-
- Consumers or Bulk consumers if they import Electrical and Electronic Equipment (EEE) for self or captive use. Provided that the consumer or bulk consumer submits Self-declaration on stamp paper declaring that EEE item being imported are intended for self or captive use and not for sale to Customs/Port Authorities.
- Manufacturers of Electrical and Electronic Equipment (including their spare components, consumables) listed in Schedule I of E Waste (Management) Rules 2016 if they are manufacturing and/or importing for the purpose of selling exclusively to EPR Authorized producers. Provided the below mentioned documents shall be submitted to Customs/ Port Authorities.
- Copy of agreements with EPR Authorised Producers for whom it is manufactured or imported.
- Copy of EPR Authorisation of the Producer(s) for whom it is manufactured and/or imported.
- Letter from EPR Authorised Producers stating that EEE is manufactured and/or imported on behalf of EPR Authorised Producer.
