On 2nd of September 2022, The Institute of Chartered Accountants of India has introduced an important announcement regarding “MCA 21 Version 3 – LLP filing and Company Filing for 9 Forms – Issues/Feedback (if any) -Initiative of the Corporate Laws & Corporate Governance Committee of ICAI”

ANNOUNCEMENT
MCA 21 Version 3- LLP filing and Company Filing for 9 Forms– Issues/ Feedback (If any)- Initiative of the Corporate Laws & Corporate Governance Committee of ICAI
As you are aware, the MCA has migrated LLP filings to an upgraded Version 3 of the MCA- 21 Portal, and as the first phase, the go-live of the revised and enhanced LLP forms has commenced from 8th March, 2022.
In the second phase, the Ministry of Corporate Affairs on 31st Aug 2022 at 12:00 AM has launched first set of Nine (9) Company Forms on MCA21 V3 portal. Following forms will be rolled-out in this phase: DIR3-KYC Web, DIR3-KYC Eform, DPT-3, DPT-4, CHG-1, CHG-4, CHG-6, CHG-8 & CHG-9.
Stakeholders are advised to note the followings:
- LLP forms are available in Version 3- MCA Portal
- Following Company forms are also available in Version 3 MCA Portal for filing: DIR-3 KYC, DIR-3 KYC (web), CHG-1, CHG-4, CHG-6, CHG-8, CHG-9, DPT-3, DPT-4
- Forms can be accessed at the link: https://www.mca.gov.in/content/mca/global/en/foportal/fologin.html
- Kindly register as Business User and to file these forms.

This was the ICAI announcement made on 2nd of September 2022. With the introduction of MCAV3 portal, it is expected to improve the performance of Limited Liability Partnership (LLP) services like all LLP filing as the LLP filing will be now web-based filing. To know which all forms of LLP are web-based, here is the list you can check.
Web-Based LLP Forms
- RUN LLP – a form that is filed for reserving a name for any new/existing LLP to be incorporated
- Form FiLLiP – it is a form for Incorporation of Limited Liability Partnership
- Form 3 – form filed to furnish the data for the Limited Liability Partnership Agreement for the case of a newly started LLP and give the details for the amendments in LLP agreement in case of a current LLP
- Form 4 – required to be filed for every appointment, cessation and change in name/address/designation of a designated partner or partner
- Form 5 – this form is filed to complete LLP Name Change.
- Form 8 – it is form that includes a statement of account and solvency as it depicts the financial transactions undertaken during the financial year and also the financial position during the year.
- Form 9 – it denoted a consent form to be filed at the time of Incorporation of LLP
- Form 11 – it is the Annual Return of Limited Liability Partnership (LLP)
- Form 12 – form to be filed for intimating the other address for service of documents
- Form 15 – Notice for change of place of the registered place
- Form 17 – Application and statement for conversion of a firm into Limited Liability Partnership (LLP) & to be filed along with Fillip
- Form 18 – Application and Statement for conversion of a private company/ unlisted public company into a limited liability partnership (LLP) & is to be filed along with Fillip
- Form 22 – Notice of intimation of Order of Court/ Tribunal/CLB/ Central Government to the Registrar
- Form 23 – Application for direction to Limited Liability Partnership (LLP) to change its name to the Registrar
- Form 24 – Application to the Registrar for striking off the name
- Form 25 – Application for reservation/ renewal of name by a Foreign Limited Liability Partnership (FLLP) or Foreign Company
- Form 27 – Form for registration of particulars by Foreign Limited Liability Partnership (FLLP)
- Form 28 – Petition by LLP or partner(s) of LLP
- Form 31 – Application for compounding of an offense under the Act
- Form 32 – Form for filing addendum for rectification of defects or incompleteness
