The Central Pollution Control Board (CPCB)   has introduced a new update which is regarding the “Standard Operating Procedure for submission of the Application for Registration of Producers under Rule 4 of Battery Waste Management Rules 2022”. So, reading this article you will know the “SOP for Battery Waste Management Registration”.

On 22nd August 2022, the Battery Waste Management Rules (BWM Rules 2022) were notified by the Ministry of Environment Forest & Climate Change in suppression of Battery (Management & Handling) Rules 2001.

The term “Producer” is defined under Rule 3 (u) of BWM Rules 2022 which states :-
A Producer is an entity that engages in :-

  1. Manufacture and sale of batteries including refurbished batteries, including in equipment, under its own brand; or
  2. Sale of batteries including refurbished batteries, including in equipment, under its own brand produced by other manufacturers or supplies; or
  3. Import of batteries as well as equipment containing batteries.

However, if we talk about the definition of the manufacturer then, as per Rule 3 (s) of BWM Rules 2022, manufacture means a person or an entity or a company as defined in the Companies Act, 2013 or a factory as in the Factories Act 1948 which has facilities for manufacturing of Battery and/ or its components.

The SOP for Battery Waste Management Registration mandates every producer and person or an entity that is involved in the manufacturing of batteries shall be required to register with CPCB through online centralized portal for which the application shall be necessary to submit in form 1 (A) to CPCB.

Submission of application for BWM Registration through offline mode

Where any dispute arises while filing an application of registration through online mode, there is an offline process that can be followed.

Primarily, the producer or manufacturer has to apply for the grant of BWM Registration to CPCB by submitting duly filed Form 1 (A) on the email at batteries.cpcb@gov.in and the hardcopy of the application must be submitted to Member Secretary, CPCB at the following address:

Additionally, the form emailed must be done only from the company’s email id. Some of the documents to be submitted are:-

Documents Required for Offline BWM Registration

Here is the set of certain documents that shall be necessary to submit while making an offline application for Battery Registration.

  • Self-attested copy of GST certificate
  • TIN number
  • CIN number
  • Aadhaar Card of authorized person
  • PAN Card of Company

 The Standard Operating Procedure informs the persons applying for BWM that the registration will be granted initially for a period of six months, which will be renewed through the online portal only.
