Instructions for filing factory license
Here are some of the instructions that you must be aware of for filing an application for factory license registration.
- Use your Aadhaar-linked mobile number for signup as well as for Factory License Registration. As on that registered mobile number itself, you will receive a SMS.
- All the applicants must know that for apply a factory license, MCD Portal is the portal from where factory license can be easily obtained.
- Factory License validity period will be valid up to 31st March of the current financial year.
- The maximum validity of provisional license will be for 90 days for all categories from the date of registration. For all categories except the Household Trade category
- If Factory’s land area is above 250 Sq. Mtr., Then validity of Provisional License will depend upon DPCC date or FIRE NOC date whichever is lesser.
- If Factory’s area is below 250 Sq. Mtr., Then validity of Provisional License will depend upon DPCC date.
- In the case of household category and other categories where land area is less than 250 sq.mtr, Fire NOC documents shall not be mandatory.
- For Household category, Application will be scrutinized by License Inspector for further processing.
- Provisional License will not be issued for Industry type of Group-F RED category.
- Amendment and Surrender will be allowed for Valid Licenses only.
- Relevant provisions of DPCC, MPD-2021 and directions of Hon’ble Supreme Court of India in the matter of MC Mehta Vs UOI & Ors are necessarily to be complied along with directions of Hon’ble NGT in various matters.
- Existing Labour Laws, Pollution Control Norms shall be applicable on all industrial units.
General Guidelines for Factory License

- Fill all the details carefully as per the prescribed form online
- Supporting documents can be uploaded only in PDF format having maximum file size of 2 MB.
- Before making payment and submitting the form for factory license, check with due care all the details.
- Pay the applicable fees online using Debit or Credit card
- If payment is deducted but payment receipt is not generated, then please use “Verify Payment Status” option available in “Action” button after 15 minutes.
- Factory Licensing Department will not be responsible for multiple payments made by any applicant through online payment gateway. The issue shall be liable to be resolved between banker and applicant only.
- During scrutiny by the department of Municipal Corporation of Delhi (MCD), if the department finds any ambiguity in the application form, it will be rejected, and no refund of any fee will be made.
- In case of rejection, rejection details can be viewed under “Action” button.
- During scrutiny, if the department finds any ambiguity in the supporting documents, a deficiency will be raised, and it can be viewed under “Action” button.
- Where there is any deficiency in the documents submitted then it shall be rectified as per the deficiency remarks.
- Penalty, as per provisions, for late renewal shall be applicable after 30th April every year.
