With the increase in utilities being available to the common man, the amount of waste generated has also increased substantially. Majority of the waste components of the entire waste collected is claimed as SOLID WASTE and hence they pose to be eligible to be properly segregated and managed for the proper disposal of the same.

Mismanagement of solid waste can have hazardous impacts on society. For that reason, it shall be treated with utmost caution with the adoption of safety measures.

Solid waste is a broad family of types of waste which includes all the waste which are biodegradable, non-biodegradable, compostable, non-compostable, recyclable or non-recyclable.

Thus, each one of the subcategories of solid waste needs to have proper disposal techniques and need effective maintenance too.

What is SWM Authorisation?

Solid Waste as increasing and heavily affecting the ecosystem needed attention to cure this fastest-growing challenge. Hence, Solid Waste Management(SWM) came into action as a safeguard for our ecosystem to treat this rapidly growing problem.

Solid Waste Management Rules, 2016 prescribes for minimization of waste that is disposed on large scale by everyone may it be an individual or local body or any government authorization.

Applicability of Solid Waste License

Solid Waste Management Rules, 2016 mentions the applicability of SWM which shall apply to every local body, outgrowths in urban agglomerations(pile), census towns as declared by the Registrar General and Census Commissioner of India, notified areas, notified industrial townships, areas under the control of Indian Railways , airports, Posts and harbours, defence establishments, special economic zones, State and Central government organization, place of pilgrims, religious and historical importance notified by State Government, institutional, commercial and any other non-residential solid waste generator.

Excluding industrial waste, hazardous waste, chemicals, bio-medical waste, e-waste, lead-acid batteries and radio active waste covered under other prescribed rules.

List of documents necessary for Solid Waste Certification

  • Land Allotment documents/ letter from Local Authority/ MCD.
  • Environmental Clearance in case of Common Municipal Solid Waste Management Facility (CMSWMF)
  • Consent for Establishment from state pollution board like DPCC in Delhi.
  • Copy of Agreement between Municipal Authority and operating agency
  • Investment of the project and expected return.
  • Concession Waste Agreement with concerned local bodies with operator.

Types of Waste

Classified into five major categories. Namely: –

  1. Solid Waste: consists of mainly waste disposed off from household and commercial locations. It includes plastic waste like polythene, plastic jars, bottles, plastic utensils etc.
  2. Organic Waste: waste that is discarded form houses of many like kitchen and food waste, garden waste that needs to be discarded appropriately.
  3. Liquid Waste: it includes water, organic liquids, waste detergents, chemicals, dirty water of clothes that is usually generated from homes and industries of manufacturing.
  4. Recyclable Waste: waste like papers, plastic, furniture or any other item that can be recycled for future usage.
  5. Hazardous Waste: waste extracted from big industries, manufacturing units, hospitals like toxic chemicals, electronic items, flammable substances or corrosive materials that are harmful for heath of the environment and people in total.

Duties of Waste Generator

Waste Generator includes every person or group of persons, every residential, commercial or manufacturing unit including Indian Railways, defence establishment that disposes waste is known as a waste generator.

Duties to be followed by

  • Every waste generator shall segregate the waste in three different bins naming one for bio degradable waste, other for non-biodegradable waste and third one for domestic hazardous waste and send to authorised waste collectors.
  • He shall maintain dry waste or non-biodegradable waste bin to dispose securely sanitary waste (diapers, sanitary napkins) to be wrapped properly in the pouched provided by manufacturers or brand owners.
  • Waste generator shall store separately construction and demolition waste in his own premises and to be disposed as per regulations of the Construction and Demolition Waste Management Rules, 2016
  • He must store horticulture waste in his own premises and dispose it according to local body’s directions specified.
  • No waste generator shall burn the waste on public streets, throw or burry any kind of solid waste in the ground.
  • Proper required fee prescribed by the bye-laws of the local bodies has to be paid by all waste generators.
  • No person can organize event consisting of more than one hundred persons at an unlicensed place without informing the designated local body. Also, segregation and disposal of waste must be done by the person.
  • Every street vendor shall maintain containers for proper disposal of waste and further handover to the waste storage depot or vehicle specified by the local body.
  • The waste generator namely resident welfare and market association within one year in partnership with local body will ensure segregation of waste along with handover of recyclable materials. And the bio-degradable waste is required to be processed and disposed off through composting mechanism.
  • Waste generators like gated communities and institutions with more than 5000 sq. m area shall within one year ensure segregation of waste is implemented along with transporting the recycler materials.
  • All hotels and restaurants being the large waste generators within one year shall ensure segregation process is implemented by them. Also, handover recyclable material to authorized waste pickers.
