Let us first understand the meaning of the given term

WHO IS A DEALER?

A person whose normal course of business includes selling and receiving lead acid batteries or components thereof to and from the consumers. Hence, any person who deals in sale and purchase of batteries on behalf of manufacturers, assemblers and re-conditioners must get registration under battery waste management rules.

 Now let us come to the procedural aspect of how to apply for battery license for Dealers.

List of documents required for registration under Battery Waste Rules for Dealers

The documents required to apply for battery license are:

  • Aadhaar Card
  • PAN Card
  • Rent agreement or proof of ownership
  • Electricity Bill
  • PAN Card of business entity (Proprietor, Partnership, Company)
  • Authorization letter in favour of applicant (not required for proprietorship concern)
  • MAP/Layout Plan
  • GST Certificate
  • Certificate of Incorporation
  • Pollution Consent
  • Hazardous Waste Authorization
  • Certificate of registration with District Industries Centre; and
  • Proof of installed capacity issued by either State Pollution Control Board/ District Industries Centre

  1. Preparation of documents:

Preparing and drafting of all the necessary documents will be required for the process of registration for battery waste management license. It is genuinely advised to consult a DPCC CONSULTANT for processing registration under Battery Waste Management Rules. Otherwise, any unintended fault done by you may lead to fraudulent conduct and closure of your business too.

  1. Filing Application with Pollution Department: –

Form IV has to be filed for registration with State Pollution Control Board / Pollution Control Committees by the designated dealer of lead used batteries.

  1. Inspection by concerned officer before issuances of authorization: –

Officer will ensure that dealers possess required facilities, technical capabilities and equipment to manage lead acid batteries, components and their parts.

Once officer satisfied that all required facilities available with applicant, he will issue authorization under battery waste management rules and allow the applicant to deal in batteries and component from outside India.

  1. Issuance of authorization by department

After reviewing the application made for registration, the designated office will take decision and within 90 days itself will issue the authorization certificate to the applicant.

What are the responsibilities of a dealer?

  • To be registered with DPCC by filing Form-IV.
  • Making sure collection of used batteries.
  • Provide consumers with suitable discounts for every returned battery.
  • Confirming safe delivery of used batteries to collection centres or recyclers.
  • Ensuring no damage is caused to the environment while transportation and storage of used batteries.
