DPCC License for manufacturing plastic products

For manufacturing plastic products of different varieties, one has to get DPCC License for starting operations of a plastics manufacturing business. Under Delhi Pollution Control Committee (DPCC), all the manufacturing units of plastic or plastic processed goods are required to get themselves registered under DPCC and follow the Plastic Waste Management Rules made therein.

Plastic Waste (Management & Handling) Rules, 2011 have come into the picture to provide a regulatory framework for the management of plastic waste generated in the country.

So, for manufacturing plastic products you are required to go through the Plastic Waste (Management & Handling )Rules to be in regulation with the Act and its Rules.

DPCC Category wise classification of Plastic products

  1. Under White Category, brief Cases and Bags assembly (excluding plastic molding) doesn’t require any of the pollution control devices.
  2. Under White Category, buckets (other than plastic without galvanizing/pickling) doesn’t require any of the pollution control device.
  3. Under White Category, button clips and hooks(other than plastic), without electroplating and buffing, doesn’t require any of the pollution control device.
  4. In the Green category, conduit Pipes (Plastic) using fresh raw material doesn’t require any of the pollution control device.
  5. In the Green Category, conduit pipes (Plastic) using plastic scrap without trade effluent discharge is categorized into II(b) category. There arises no requirement of pollution control device.
  6. In the Orange Category, conduit Pipes (Plastic) using plastic scrap with trade effluent discharge are covered under II(b) category as per office order. As it discharges effluent there occurs requirement of pollution control device for effluent.
  7. In the White Category, Iceboxes and body of the coolers other than plastic are not categorized and also there occurs no requirement of pollution control device.
  8. Manufacturing/formulation of Perfumery and Cosmetics (Not involved in the process – Production and /or industrial use of solvents and Production and/or industrial use of paints, pigments, lacquers ,varnishes, plastics and inks)– comes under green category and categorized into I Categorisation as per office order.
  9. Manufacturing of Plastic carry bags (more than 50 microns) without printing – green category – I categorization- no requirement of pollution control device.
  10. Manufacturing of Plastic carry bags (more than 50 microns) with printing with burner – orange category – II(b) categorization-no requirement of any pollution control device.
  11. Manufacturing of Plastic sheets or like used for packing, wrapping the commodity (more than 50 microns) without printing – green category – I categorization – no need of pollution control devices
  12. Manufacturing of Plastic sheets or like used for packing, wrapping the commodity (more than 50 microns) with printing with burner – orange category – II(b) categorization – no requirement of pollution control device.
  13. Packaging of tobacco without using plastic material in any form – white category – no requirement of pollution control device
  14. Packaging & Processing of tobacco/pan masala/gutka without using plastic material in any form (without trade effluent) – green category – II(b) classification – no need of installing any pollution control device.
  15. Photography goods (except plastic moulding) without trade effluent – white category – no need of pollution control device
  16. Plastic Processed Goods without plastic carry bags / plastic sheets or like used for packing, wrapping the commodity – green category – I categorization – no pollution control devices needed.
  17. Polythene, Plastic and PVC Goods through Extrusion Moulding (without use of Scrap) – green categorization – no pollution control device needed.
  18. Polythene, Plastic and PVC Goods through Extrusion Moulding (without use of Scrap)without plastic carry bags / plastic sheets or like used for packing, wrapping the commodity – green categorization – I classification – no pollution control devices needed.
  19. Printing of Plastic carry bags (more than 50 microns) with burner – orange categorization – II(b) classification – no pollution control device required.
  20. Printing of Plastic carry bags (more than 50 microns) without burner – orange category – II(b) classification – pollution control device not required.
  21. Printing of Plastic sheets or like used for packing, wrapping the commodity (more than 50 microns) with burner – orange category – II(b) category – no requirement of pollution control device.
  22. Printing of Plastic sheets or like used for packing, wrapping the commodity (more than 50 microns) without burner – orange category – II(b) classification – no pollution control device required.
  23. Reprocessing of Waste Plastic / PVC (without Washing Activity) – orange category – no pollution control device needed
  24. Reprocessing of Waste Plastic / PVC (with Washing Activity) – orange category – II(b) category – no pollution control device
  25. Rope (cotton and plastic) – white category – no pollution control device required.
  26. Spectacles and Optical Frames (Plastic Products) – green category -I categorization – no pollution control devices required.

List of Documents required for DPCC License registration

  1. PAN Card of business entity
  2. Aadhaar Card of applicant
  3. Authorisation letter
  4. MSME Certificate or Registration Certificate (if available).
  5. List of raw materials, by products and products with quantum.
  6. List of individuals supplying plastic to be used as raw material with quantity (in weight/ day) to manufacture carry bags or plastic sheet of like or multilayered packaging.
  7. Flow diagram of manufacturing process
  8. EPR Action Plan (in case of Producers)
  9. Analysis report of ETP/ emission test report (if applicable)
  10. CA Certificate
  11. Project Report
  12. Undertaking

Procedure for Obtaining DPCC NOC for manufacturing plastic products

  1. Filing of Application

Every manufacturer engaged in manufacturing of plastic used as raw material by the producer shall have to make an application to the State Pollution Control Board or the Pollution Control Committee of the Union territory concerned, for grant of registration.

  1. Preparation of documents

Preparing and drafting of all the necessary documents will be required for the process of DPCC registration for manufacturing plastic products.   1. Inspection conducted

DPCC identified as Delhi committee of Pollution Control, will inspect and check the availability of valid consent approved under the Water(Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 and also a certificate of registration issued by the District Industries Centres or any government agency.

Also, the inspector will check to ensure whether the manufacturer possesses all required facilities, technical capabilities and equipment to handle plastic waste safely or not and if everything is in order then will grant DPCC registration certificate to the manufacturer.

  1. Issuance of DPCC License

After reviewing the application made for registration, the designated officer will take the decision and then will issue the license for starting with the manufacturing of plastic products.
