Fee Structure of DPCC

Delhi Pollution Control Committee being a regulatory authority is assigned to design laws to control Pollution and implement the same on individuals or units polluting the environment on a large scale.

DPCC is a state committee of Delhi that is controlled by the Central Pollution Control Board (CPCB) under Section 4(4) of the Water Act, 1974 and Section 6 of Air Act, 1981 in March 1991.

With the mission of sustainable development by ensuring improvement in “Environmental Quality” of National Capital” Delhi, DPCC has been working dedicatedly to achieve it.

DPCC Fee for white category units

Applicants of dpcc white category undertaking are required to pay Rs 10,000/- as a government fee. This fee is applicable with effect from 10th June 2019. Before 10th June 2019, white category units were not required to pay any government fee.

DPCC Structure of fee for all industrial units of orange and green category of dpcc (other than health care establishment)

Depending upon the capital invested on land, building, plant & machinery (without depreciation) excluding capital investment on pollution control equipment, the fee of Consent to Establish (CTE) and Consent to Operate (CTO) is calculated.

*Consent to Establish –

Any and all industries that are likely to emit pollution causing discharges into water bodies or emit toxic or classified air emission into the air without treatment are bound to obtain legal consent for the establishment of the industry from the government under the framework of DPCC License. It acts as a primary clearance which is mandatory to be obtained before the establishment of the industry.

• Fees for Consent to Establish under Green Category: minimum 1 year or as a request by the unit/project proponent
• Fees for Consent to Establish under Orange Category: minimum period 1 year or as requested by the unit/project

*Consent to Operate–

The consent to operate comes in the picture post the successful establishment of the industry and making sure it falls under the bracket of regulations set by the government. The units of the industry which are likely to cause pollution by water discharges and air emissions are then required to obtain consent to operate after successful

• Fees for Consent to Operate/ Renewal under Orange Category is to be paid for 5 Years ONLY

Structure of application fee for Consent for Housing Complexes, Commercial Complexes including IT and infrastructural and Town Development Projects

For setting up housing complexes, commercial complexes & office complexes IT and infrastructure and Town Development Projects, the fee structure varies upon the total building area (sq.m).

• Fees for Consent to Operate/ Renewal under Orange Category: 5 Years ONLY

Structure of application fee for “Consent to Establish”, “Consent to operate” and Authorization for Bio-Medical waste management under BMW Rules for Health Care Establishments.

1. For Private Health Care units

FEE FOR AUTHORISATION

1. For Clinics, pathological laboratories, blood banks, fee for authorization is Rs. 1000/- per annum.
2. For Veterinary institutions, dispensaries and animal houses is Rs 1000/- per annum.
3. For Hospitals, Nursing Homes and Health Care Establishments is 1000/- per annum upto 4 beds and additional Rs. 100 per bed per annum form fifth bed onwards.
4. For Operator of facility of bio-medical waste (excluding transportation)
5. For Transporter of bio-medical waste, authorisation fee is Rs.7500/- per annum

FEE FOR CONSENT TO OPERATE/ESTABLISH

2. For Health Care units run by Govt.

Rs. 100/- per year for Consent to Establish/ Operate & Authorization

Structure of fee for the processing of the application for Import Clearance of Hazardous Chemicals

For importing of hazardous chemicals, Rs. 5000/- per consignment is charged as a fee by the government department of DPCC.

Structure of application fee for Authorization under Hazardous Waste (Management and Handling) Rules, 1998 and subsequent amendments

For all those industries which are in generation/handling/storing/ treating/ disposing off Hazardous waste, the fee for authorization is Rs. 10,000 that is valid for 5 years.
