DPCC stands for Delhi Pollution Control Committee which came into existence on 1.06.1991 and is governed by Central Pollution Control Board (CPCB). This committee (DPCC) is a soul authority of Delhi controlling environmental health by introducing waste management systems and standards. Similarly, every state has its own authority responsible for ruling the management provision of pollution of its state.

Here, we will be covering our Delhi Pollution Control Committee.

With the unwanted increment of pollution generated by industries, factories, hotels, banquets or any other manufacturing units, there come thousands of health issues, damaging our humans’ health as well as that of our environment at large. Consequently, there occurs an urgent need to cure the degradation of our environmental health and for that reason, the Pollution Controlling Committee came into the picture.

Delhi Pollution Control Committee is the responsible committee to practice and perform the functions delegated by the Central Pollution Control board (CPCB).

The committee has been developed for the implementation of various Environmental/ Pollution Control Laws enacted by the Parliament and notified by Ministry of Environment, Forest and Climate Change.

What are the main functions of Delhi Pollution Control Committee?

The main function of the Delhi Pollution Control Committee is specified by the Government of India as per the Water, Air EPA Act, and Noise Pollution Rules are as follows:

  • The designated authority will advise the Delhi Govt. for matters concerning prevention and control of water, air pollution and improvement in air quality.
  • Conducting a comprehensive mass awareness program on the prevention, control and abatement of water as well as air pollution through the help of mass media to reach out to large number of people.
  • Preparing reports and records relating to treatment and disposal of sewage, trade effluents as well as stack gas cleaning devices.
  • Spreading the effective ways of preventing and controlling air and water pollution.
  • Making standards for the effective treatment of sewage and trade effluent.
  • Issuing license to the industries falling under different categories constructed.
  • Giving authorization for Hospitals, Clinics, Animal Clinics, Blood Banks etc.

Applicability of DPCC NOC

Under the Water and Air (Prevention & Control of Pollution) Act, all industries, factories, manufacturing units that are likely to discharge sewerage or trade effluent into the environment or likely to emit air pollution will have to obtain the consent of the Delhi Pollution Control Committee or the designated state pollution board.

Category of industries classified by DPCC

RED CATEGORY– Industrial Sectors having Pollution Index score of 60 and above
ORANGE CATEGORY– Industrial Sectors having Pollution Index score of 41 to 59
GREEN CATEGORY– Industrial Sectors having Pollution Index score of 21 to 40
WHITE CATEGORY– Industrial Sectors having Pollution Index Score incl &up to 20

Pollution Control Acts & Rules under DPCC

  1. Bio-medical Waste Management Rules, 2016 – applicable on persons who are in collection, receiving, storing, transporting, disposing or handling of bio medical waste including the hospitals, clinics, animal houses, blood banks, research or educational institutions, health camps, first aid rooms etc.
  2. E-Waste (Management) Rules, 2016 – it is applicable on every producer, manufacturer, consumer, bulk consumer, collection centres, dealers, eretailers of electrical equipment listed in Schedule I including parts and spares which make the product operation
  3. Hazardous and Other Waste (Management and Transboundary Movement) Rules, 2016 – To be applied by every occupier of facility, handling, generation, collection, storage, packaging, transportation, use, treatment, processing, recycling of the hazardous waste and other waste for ensuring safe disposal of waste without hampering the environmental health.
  4. Construction & Demolition Waste Management Rules, 2016 – these rules are applicable on every waste resulting from Construction, re-modeling, repair and demolition of any civil structure.
  1. Plastic Waste Management Rules,2016 – these rules shall apply to every waste generator, local body, gram panchayat, manufacturer, importer and producer.
  2. Solid Waste Management Rules, 2016 – these rules shall apply to every urban local body, outgrowths in urban agglomerations, census towns as declared.
